Background
Hepta Insights, in cooperation with GIZ and the Estonian Centre for International Development (ESTDEV), is implementing a pilot project to deploy AI-enhanced inspection tools for Ukraine’s critical energy infrastructure. The project partners include UkrEnergo (TSO), NEURC (Ukraine’s energy regulator), and private Ukrainian partnerships. The program will deliver scalable digital solutions aligned with Ukraine’s reconstruction agenda.
Role Summary
We are seeking an experienced and well-connected Project Manager (PM) to support the Ukrainian workstream of the project. The PM will coordinate local activities, facilitate high-level stakeholder engagement, and ensure timely and quality delivery of pilot activities with UkrEnergo and NEURC. This person will also help develop follow-on opportunities in the context of Ukraine’s wider reconstruction and digital transformation.
Responsibilities
- Coordinate and track project implementation in Ukraine (milestones, deliverables, risk mitigation).
- Manage relationships with Ukrainian public partners (UkrEnergo, NEURC, Ministry of Infrastructure, etc.).
- Serve as liaison between Hepta, local partners, and public agencies.
- Support organization of trainings, workshops, and field testing (remote and on-site).
- Provide input into government engagement strategy, including lobbying for scale-up phases.
- Draft summaries, presentations, and briefing notes for external partners and donors.
Requirements
- 5+ years of experience in project management, ideally in infrastructure, digital, or donor-funded projects.
- Prior experience working with or within the Ukrainian government, SOEs (e.g. UkrEnergo), or international development projects (e.g. GIZ, EBRD, World Bank).
- Excellent organizational and communication skills; ability to work under time pressure.
- Comfortable navigating complex stakeholder landscapes and bureaucratic environments.
- Fluency in Ukrainian and English (written and spoken).
Nice to have
- Technical background in energy, civil engineering, or IT/digital transformation.
- Previous involvement in EU-funded or recovery-related infrastructure programs.
- Network of senior contacts in Ukraine’s public sector, particularly in energy or digital policy.
